What the Pennsylvania Gaming Control Board does
The Pennsylvania Gaming Control Board (PGCB) licenses and regulates casino gaming in Pennsylvania, online and on land. Online casinos run under interactive gaming certificates held by the state's licensed casinos, often with a separate company running the online games as a licensed interactive gaming operator. The PGCB approves each website and app before it goes live and keeps a public record of all of them.
How to read the PGCB list
The PGCB's list of licensed interactive gaming certificateholders and authorized websites is the best single check for a Pennsylvania online casino. For each casino it shows:
| Field | Example from the list |
|---|---|
| Certificateholder (the PA casino) | Harrah's Philadelphia |
| Interactive gaming operator | The company running the online games, if any |
| Approved game types | Slots, table games, poker |
| Authorized websites and apps | caesarspalaceonline.com (Pennsylvania section) and the Caesars Palace mobile app |
| Start date | August 4, 2023 for Caesars Palace Online Casino |
Another example: the Borgata Online Casino website in Pennsylvania is listed under Rivers Philadelphia with BetMGM, LLC as operator, live for slots and table games since February 24, 2021 and for poker since April 29, 2021.
Online sports betting is a separate license
An interactive gaming certificate covers online casino games and poker, not sports betting. Pennsylvania casinos need a separate sports wagering certificate for that, and the PGCB keeps a separate master list of authorized online sportsbooks.
Exclusion lists
The PGCB keeps an exclusion list with separate sections for casinos, video gaming terminals and iGaming, so online casinos are covered. The PGCB also publishes patron complaint and dispute forms for players who cannot settle a problem with the casino. More help is on our responsible gambling page.
Our player protection rating: high
We rate Pennsylvania's protection as high because the PGCB publishes every authorized website with its start date and operator, separates casino and sports licenses clearly, and runs exclusion lists that cover online play. Operators we review in Pennsylvania, such as Caesars Palace Online Casino, are checked against this list.
